UPDATE on Events in Egypt and BA 20 01 2012

Dear Friends

This report is to provide an update since the last reportI sent you about four weeks ago.

Briefly, I will cover a few observations on the situationin Egypt, and at the Bibliotheca Alexandrina (BA).

Like previous updates, I will also ask you to share thiswith anyone whom you feel wants to know more about what is going on.

Many friends have been sending me individual questionsabout the unfolding events in Egypt and at the Bibliotheca Alexandrina (BA).

The EgyptianSituation as of 20 01 2012

The elections have by and large gone very well, with veryhigh participation rates of over 60% and an orderly and peaceful process,without any serious allegations of fraud. The Islamists have had an overwhelming victory, with the MuslimBrotherhood's Freedom and Justice Party (FAJ) having some 40% of the seats, andthe Salafists' Al-Nour party scoring a surprising 20%. The Speaker of the National Assembly (ourParliament) will be a FAJ member and the two Deputies will be one Salafi andone Liberal. The politics of assigningcommittee chairs and assignments is active, and all the new parliament is goingto formally have its first session on the 23rd of January, two days before theanniversary of the revolution on the 25th.

Within the new parliament, surprising alliances mayemerge. The FAJ is pragmatic and does not seem interested in creating a supergroup with the Salafists and sees them as competitors rather than allies (sofar). Each of the two big Islamist groups may seek alliances with others.Shifting alignments will probably happen depending on the major issues beingconfronted. Egypt is entering the era ofmulti-party parliamentary politics.

Yet there are problems. A hardcore of opponents stilltakes to the streets to demand the immediate departure of the Supreme Councilof the Armed Forces (SCAF). SCAF ispursuing its timetable for elections of the upper chamber and the presidencyand to hand over power to the elected government before the end of June. SCAFhas also created an advisory council which includes many well-known figuresfrom all groups, headed by Mansour Hassan with the participation of eminentpeople like Abd Al-Aziz Hegazy and Kamal Aboulmagd.

Our academy of Science, the Institut d'Egypte which wasoriginally founded in 1798, has been burned to the ground in riots at TahrirSquare. Its collections of books andmanuscripts have been damaged beyond repair. I have been elected VP of the Institut and am helping our new President,Dr. Badran, to restart the Institut's activities, getting the HQ rebuilt and toreconstitute the library.

Mubarak's trial is unfolding, and so the re-trial of atycoon accused of murdering his sweetheart is announced almost without fanfare,after it had been the biggest news when the first trial was held two years ago.

The media has gone wild. Endless talk shows, screaming headlines in numerous newly-establishednewspapers, some of which have more editors than readers, gossip and rumor andfalse accusations everywhere, especially on Facebook and in the chat-rooms andelectronic portals, a surfeit of information, disinformation and noinformation. Indeed, it applies here to say, he who does not follow the news isuninformed, and he who does is misinformed!

On the cultural scene, the liberals are severely weakenedby their poor showing in the elections and the process of transiting from onegeneration of intellectual elders, many of whom have been tainted by theirwritings in support of the former regime, to a new and emerging youngergeneration of intellectuals who are closely associated with the 25th of January2011 revolution.

On the other hand, the Islamists who have always beenidentified as opponents of the Mubarak regime have no such baggage. They are also much closer to the deeplyreligious Egyptian people. But Muslimintellectual contributions cover a wide spectrum, even if the media seemsfocused on the more extreme Salafi views or the Wahabi/Saudi versions of SunniIslam or the Shia Islam of Iran and Iraq. We need to revive the balanced Sunni Islam that Egypt was always knownfor.

Shaikh Al-Azhar is doing that very well. The BA is closely allied to him in suchthings as his enunciation of the Al-Azhar declaration, his call for a culturaldialogue (both Serageldin and The Shaikh spoke at the inauguration of thatevent at Al-Azhar) and his recent efforts at calling together all the politicaland cultural forces in Society. He isvery effectively reasserting the institution of Al-Azhar as the primaryauthority in Sunni Islam, and is forcefully articulating the position ofbalanced rational Islam and is winning much support, including from the MuslimBrotherhood. That will effectively marginalize the extremist views of somemilitant Islamist movements, who are actively trying to resist him and hissupporters such as the current Mufti.

Thus the emerging mapping of the intellectual scene showsthe BA as a major bastion of liberalism at a time when the forces of liberalismare weakened. But, in an ironic twist,some of the liberal anti-Mubarak forces attack it for its being created underthe Mubaraks. In doing that they alsounwittingly make common cause with those among the Salafis who do not like theBA and also want to attack it and its Director.

Back to the Bibliotheca Alexandrina (BA):

As I explained in my last update, over the last months,things have improved considerably:

. Where thelibrary was closed, the Library is now open and receiving and serving thepublic;

. We haveresponded to the various contractual and administrative demands of the staff,and an elected committee of staff and eminent outsiders have reviewed thatthese demands have been met;

. Thecommittee promised by the Board of Trustees in its statement of 3 November2011, has started its work and is reviewing the entire situation of the staffand suggesting some amendments to the Personnel policies and statutes of theBA, which will be submitted to the Board of Trustees for their approval; and

. The smallnumber of die-hard demonstrators demanding my departure has seen its numbersdwindle while the vast majority of their colleagues are back at work welcomingthe researchers, students and visitors.

My Office Is Physically Attacked:

But they became desperate and started moving theirdemonstrations inside, until on Sunday 8 January 2012, they attacked theexecutive floor and blocked my office, intimidating and insulting my staff andswearing to beat me up unless I left my post immediately. Many tried to reason with them to no avail.Eminent outsiders alarmed by the news of what was happening, came to try tohelp resolve the situation. But theattackers refused to listen to reason, rejecting the efforts of many officials,including our newly elected representative to the parliament (distinguishedformer Judge Mahmoud Al Khodairy) and the highest official from the Ministry ofInterior in Alexandria (equivalent to the commissioner of the Police in theUSA). Finally, after nine hours, the Egyptian Navy commandos sent a taskforceof elite troops to make sure that I was safe and that the building would not beburned or damaged. These forces, after also discussing with them were convincedthat to get me out w!

ould requireviolent confrontation with them. While the Navy commandos had no problem withthat and felt absolutely certain that they could guarantee my safety, they werealso concerned that in the melee that would ensue in the confined space of theexecutive suite, the ladies who were in my office might get hurt.

In my commitment to avoid violence, even though the attackershad broken every law in the books, we looked for other solutions. Finally,after nine hours, I preferred to leave by the window to avoid risks to my staffand we were able to avoid real violence (even though my staff and colleagueswere subjected to verbal abuse and physical intimidation reaching in some casesshoves and slaps). But in the end there were no wounded staff, no woundeddemonstrators and not a stone thrown at the Library.

Needless to say, I will pursue all actions through thelaw. The behavior of these attackers inthe executive suite turned many colleagues against them, and as a result, thestaff refused to countenance any more demonstrators inside the building andactually removed all the ugly and disparaging signs that they had put in theplaza. While legal actions proceed atthe pace of the legal machinery, the attackers still demonstrate for a fewhours every day in the Plaza, and are still hoping to somehow involve the widerpublic as we approach the 25th of January anniversary of the revolution, nowonly a few days away.

The situation is still volatile, but we must continue onthe path of non-violence and confronting anger and distrust with rationalityand civil discourse, thereby remaining true to the values of the BA.

VERY IMPORTANT: Revisiting the "new dangersahead":

However, to all my friends: I had warned you of newdangers ahead. Specifically, that thosewho have waged a persistent and tenacious media campaign against me and the BA,are now trying hard to rig a corruption charge around me. While I have absolutely no doubt that thiswould not stand the legal scrutiny of a trial, they are counting that in thecurrently highly politicized atmosphere of Egypt, the sheer impact of anindictment, even if later dismissed, would be enough to sully my reputation anddestroy my credibility and damage the BA administration.

This is now happening. The investigations that have gone for months are now picking up speed andmomentum. And as I go into what appears to be the final round ofinvestigations, I do hope that the Egyptian prosecutors have the integrity andacumen to see through all the false accusations and can take the politicallydifficult decision to declare that there is no substance to these allegationsand to dismiss the case without having to go to a tribunal. But even if that does not happen, I amconfident that any court would vindicate both myself and the BA.

As I said before: Truth will ultimately prevail. I will keep you informed.

As the altercations in Egypt endure, and following therecent damages suffered by the Institut d'Egypte in Cairo, the Blue Shieldexpresses its great concern regarding the safeguarding of the country'sinvaluable cultural heritage amidst the ongoing turmoil, and wishes to recallthe importance of the Arab Republic of Egypt as repository of the world'scollective memory. The recent events in Cairo have given reason for new alarm.The Blue Shield and the world heritage community bemoan the loss of lives that tookplace during the events and the damages the disaster has entailed.

The 12-hour fire, which broke out during clashes near thebuilding on 17 December 2011, gravely endangered the manuscripts and other raredocuments housed within. Out of a collection of about 200,000 manuscripts,journals and books, which date as far back as the 16th century, many documents- some of them considered very precious on a historical level - had beensalvaged and can be restored.

The Institut d'Egypte was established by NapoleonBonaparte in 1798 and housed, among many other valuable documents, the recordsof Napoleon's 1798-1801 Egyptian Campaign. Amongst these, an original copy ofthe 20-volume Description de l'Egypte.

In keeping with its mandate to protect cultural heritagein times of conflict and political crisis, the Blue Shield wishes to supportUNESCO's efforts to raise public awareness on the importance of the protectionof heritage in general, and that of the Institut d'Egypte in particular:

Spend a month with us in theUnited Kingdom, June 28 – July 29, 2012, earning 6 hours of credit whilelearning about interesting, historic libraries, archives and specialcollections. Distinguished British librarians, archivists, and informationspecialists will provide lectures and behind-the-scenes tours in a variety ofBritish libraries, museums, and archives.

IFLA FAIFA Chair on the burning of the Egyptian Scientific Institute of Cairo

Dear Colleagues

Recent postings on IFLA-L have shown that many of us areincreasingly concerned about the situation of libraries in Egypt and othercountries in the Middle East, particularly since the burning of the EgyptianScientific Institute of Cairo on December 17^th. The FAIFEcommittee shares these concerns and wishes to publicly state its support forall Egyptian libraries, librarians and library users during this time oftension, and reaffirm the principles of free access to information and freedomof expression that are core values of the librarians worldwide. The committeewould ask the Egyptian authorities and, more broadly, the Egyptian people toprotect libraries from any damage and to create the conditions for librariansto help serve their users who now, more than ever, need access to bothcontemporary information and cultural heritage.

FAIFEhas paid particular attention to the experiences of librarians in the MiddleEast in the past twelve months. A Spotlight by our Egyptian colleague MahmoudKhalifa, focused onthe use of information during the Arab Spring (http://www.ifla.org/en/publications/the-role-of-information-technology-in-defeating-the-arab-regimes-facebook-2-0-arab-pres). Former FAIFE Committee member Shawky Salem shared hisdiary of the 18 days that proceeded the fall of the Mubarak government (http://www.ifla.org/en/news/exclusive-faife-committee-member-s-report-from-egypt). Both Shawky Salem and the Director of the BibliothecaAlexandrina, Dr. Ismail Serageldin, spoke at the FAIFE session at the WLIC inPuerto Rico where their presentations were very well received. Dr. Serageldinhimself made a statement on the IFLA website (where you can also find other news links regarding Egypt: http://www.ifla.org/en/news/statement-from-ismail-serageldin-director-of-the-library-of-alexandria-egypt).Furthermore, IFLA, in its role as a member of the International Committee ofthe Blue Shield, spoke out against the destruction of cultural institutionssuch as libraries through statements on both Egypt (http://www.ifla.org/en/news/blue-shield-statement-on-egypt)and Libya (http://www.ifla.org/en/news/blue-shield-statement-on-libya). At present IFLA, along with other Blue Shield memberssuch as the International Council on Archives (ICA) and the internationalCouncil of Museums (ICOM), and UNESCO, is participating in discussionsregarding the safeguarding of cultural heritage in Yemen and Syria. We work ashard as we can with our partners on these issues to share resources,information and expertise.

Nevertheless, if the sad eventsof December 17^th tell us anything, it is that culturaldisasters that involve libraries, whether they are pre-mediated or accidental,are sadly still common, and that institutions can often become victims ofsocietal unrest quite out of the blue. We are now working with our colleaguesin the Blue Shield, along with the staff of our regional office in theBibliotheca Alexandrina, to gather more information on the unfolding situation,and will endeavour to report back to IFLA-L when we have a better idea of theextent of the damage at the Egyptian Scientific Institute and otherinstitutions caught up in the turmoil. Book burning, biblioclasm or libricide is the practice of destroying, often ceremoniously, books or other written material and media. In modern times, other forms of media, such as phonograph records, video tapes, and CDs have also been ceremoniously burned, torched, or shredded. The practice, usually carried out in public, is generally motivated by moral, religious, or political objections to the material.
Some particular cases of book burning are long and traumatically remembered - because the books destroyed were irreplaceable and their loss constituted a severe damage to cultural heritage, and/or because this instance of book burning has become emblematic of a harsh and oppressive regime. Such were the destruction of the Library of Alexandria, the obliteration of the Library of Baghdad, the burning of books and burying of scholars under China's Qin Dynasty, the destruction of Aztec codices by Spanish conquistadors and priests, and the Nazi book burnings of Jewish literature.
Although one motivation for book burning may be censorship, it is in most cases an act of displaying severe displeasure, hatred, or contempt for the book's contents or author, or to attract attention for the outrage perceived by those who highly appreciate the book and its content. For example, the burning of Beatles records after a remark by John Lennon concerning Jesus Christ, the destruction of the Sarajevo National Library, and the 2010 Qur'an-burning controversy.

In January 2011, Arab countries and the entire world followed what happened in Tunisia and Egypt. Two Arabic regimes were step down in the same month. On January 14, 2011; the Tunisian president Zein Abedeen Bin Ali escaped outside of Tunisia after 27 days of protests. In Egypt, on February 11, 2011; the strongest Arab president Mubarak resigned and left Egypt after very active protests at all cities of Egypt. This day will be marked as "the Black day for Egyptian Heritage". Morning during conflicts between some Egyptian protests, the Egyptian Scientific Institute which established in 1798 by Napolean Bonaparte has been burned. The Egyptian Scientific Institute is the oldest sceintific institute in Egypt and Middle East at all. It has the most rich and rare library in Egypt.

The fire started on the lower floors of the building, which is on Qasr al-Aini Street in central Cairo, but later reached the higher floors. The firemen, who arrived very late at the site, could not initially control the fire. Eyewitnesses were reported to have seen protestors throwing a Molotov cocktail at stone-throwing soldiers at the Shura Council building, but the projectile missed the intended target and instead landed in the Egyptian Scientific Institute.

The library contains about 40.000 items of rare books and manuscripts, however it has unvaluable items, like:

The original copy of the french book "Description de l'Egypte"
Atlas of Old Indian arts.
German atlas about Egypt and Ethiopia, 1842.
"Egypt: the mother of the world", 1753.

Professor Mahmoud al-Shernoby, the general secretary of the institute, told state TV in a phone interview that the damage is a “great loss” to Egypt and that those “who caused this disaster showed be punished.”

10 Librarians Honored at the 2011 I Love My Librarian Award Ceremony

Last week on Dec. 8th,10 librarians from around the country were recognized for their service to their communities, schools and campuses as winners of the Carnegie Corporation of New York/New York Times I Love My Librarian Award. The I Love My Librarian Award is an initiative of the American Library Association and is administered with the generous support of the Carnegie Corporation of New York and the New York Times. The award “encourages library users to recognize the accomplishments of exceptional public, school, college, community college, or university librarians.”1

The 10 librarians were selected from more than 2,000 nominations nationwide. Each honoree received a $5,000 cash award, a plaque, and a $500 travel stipend to attend the awards ceremony and reception. The awards ceremony and reception were hosted at The TimesCenter, located in the heart on New York City’s bustling Times Square District. This year’s winners included Venetia V. Demson, of DC Public Library’s Adaptive Services Division: a librarian who makes the library easier to use for people with disabilities; Michelle Luhtala of the New Canaan High School Library, an innovator who integrates technology throughout her school for improved collaboration among students and teachers and Jennifer O. Close to 200 library supporters gathered at The TimesCenter for the Wednesday night awards ceremony. The event also commemorated the one hundred year anniversary of the Carnegie Corporation; and in honor of the 100th anniversary of his organization, Carnegie Corporation President Vartan Gregorian announced that a $5 million grant would be given to the New York City public libraries. 3

The number of ebooks available for libraries to loan has just shrunk as Penguin Group USA has decided, for now, to no longer make digital editions of new titles available for library lending.

And here's a recap from our very own, Tom Nielsen, Member Services Manager of METRO (NY Metropolitan Library Council):

Last week I attended the New York Library Association conference in Saratoga Springs, NY

and wanted to share a couple of good career tips that I learned there.

At a panel on transferrable skills one of the panelists offered her method for preparing to respond

to a job ad or interview. She isolates each element of the job responsibilities and identifies the

skill(s) she possesses that satisfies each. This is a great way to get to know the position and be able to

communicate what you’ve done that addresses all aspects of the job.

Another session on networking by Thomas Denham (www.careersintransitionllc.com) included

a couple of interesting ways of looking at and clarifying your career goals.

Tom listed the four elements of the career development process which include:

Self-assessment – where you ask yourself “Who am I?”

Career Exploration – ask yourself “Where am I going?”

Action Plan – where you map out how you’ll get there

Career Management – your plan for career satisfaction

Most of us are at the career management stage and I bring this up because it reflects why METRO

created an individual membership program. We wanted to offer local librarians and information professionals

an affordable option for managing their career and keeping up with changes in the profession. For more

The other piece of advice Tom offered was to create a personal strategic plan in which you identify

three goals for three areas of your life: your personal life, your professional life and your recreational life

(also known as “play”). The goals can be for the new year or for any portion of next year.
